The advertiser isn't paying to just get an e-mail, that's not how those submits work. They don't make much off of just the email(pennies) but need the users to go through the reg path as well. Your promotional method and traffic probably isn't doing a good job of that - most doesn't - you gotta mislead a little to get some good responses to your ads and all.
So the advertiser isn't ripping you off when they get an email and don't fire the pixel, it's just what they have to do because your traffic isn't worth that much to them. Put up an ad that says "Complete 14 of our sponsors offers, many require a credit card and we'll send you an Ipad". You will probably get great conversions with no scrubbing but you won't make money because one click will cost you so damn much due to a shitty CTR. Put up an ad that says "Ipad Testers Needed, Free Ipad for just your email!" and you will get plenty of cheap traffic but it's going to be worth shit to the advertiser because people will just submit there email then stop, so you will get scrubbed.
Does that make sense? I think a good solution would be email submits with higher payouts that convert on someone finishing the reg path rather then starting it, but it hasn't caught on yet.
Also plenty of people make a ton of money here. Not believing that will only hurt you. Just understand some really dumb people here make a shit ton of money and let that motivate you that if their dumb-ass's can do it so can you.

It's true about leads not backing out = increased scrub rate, but the OP said this happened over 5-6 hours, which obviously isn't enough time for people to complete a reg path and for the advertiser to try to make it profitable by scrubbing. Further, on email submits, it could take days past the lead input date for someone to complete offers, and sometimes weeks, provided the user doesn't forget.
Also, keep in mind that without tens of thousands of clicks a 5% discrepancy can be due to time differences and how time of day can sometimes affect conversion rate. Now if you had friends give leads and they were scrubbed that's one thing, but your conversion rate is going to vary based on time of day and day somewhat so remember that when factoring in whether or not to continue running something even when you know it's being scrubbed. And when valid leads are being removed this is referred to as shaving, not scrubbing, for future reference.
From what I hear those advertisers are not in it for the 'reg path' but, rather they just need the e-mail and IP to be can-spam compliant just to appear legit and then be able to spam the fuck out of them. Of course this isn't a short-term conversion it will probably take some time of spamming to get the conversions, so in the mean-time they can scrub you whatever they want.
If you think I'm wrong. Setup a brand new temporary e-mail account and sign up to an 'email-submit' and just watch the spam start pouring in.
umm.. i'm just trying to provide some insight on the issue from what i've 'heard' as I said. i've never been stupid enough to promote an offer with a payout of $1.00. trust me, i understand the hustle, have nothing against it on either side.
