From what I hear those advertisers are not in it for the 'reg path' but, rather they just need the e-mail and IP to be can-spam compliant just to appear legit and then be able to spam the fuck out of them. Of course this isn't a short-term conversion it will probably take some time of spamming to get the conversions, so in the mean-time they can scrub you whatever they want.

of course they are in it for the emails. Most emails they collect are bullshit so they run backend offers to try and recover some losses. If they weren't doing it for the emails they wouldn't be asking for emails!

I'm a bit confused by what you said - "5-6 hours, which obviously isn't enough time for people to complete a reg path" - are we talking about the same thing? Reg paths take less then 10 minutes or so then they hit the offer wall. When I say reg path I refer to all the free submits and mobiles offers they run you through first before getting to the final "you must complete x offers" part, which I call the offer wall.
You are completely right that people might come back and complete more offers; that however is once they get to the offer wall in the first place. If they are dropping off a few pages past the 1st page they aren't ever coming back pretty much. So it doesn't take very long or very many 1st page conversions for the system to figure out how many of the conversions are at least making it to the offer wall. You can count on the fact that if enough aren't reaching that wall the pixel will stop firing every time on the first page very quickly.
Sounds like you are sending some godsend traffic that the advertiser must pay every penny for. Scrubbing against bad data like duplicate emails and suppression lists is reasonable. If your targeting audience is small, it is possible to see the conversion keep decreasing. Why would the advertiser pay for the same visitor? I have ran submits for a long time and I never send the visitor to the same advertiser so my conversion rate has been steady.
This is only true for the retards (99% of the offers) that don't know how to build a proper backend. I had HUGE volume with consistent epcs of .20 and .40 on some email submit offers.
