Ive been running some POF lately. I got a few campaigns that have great ROIs but I just cant seem to get up volume. Even cranking up the bid to like 0.6$ wont do the trick. Im at default frequency cap of 5. Those are non US campaigns dating campaigns btw and Im currently only using 110x80 to test out if its right for my traffic.

It's an impression based ad system, to get more traffic bid higher, and don't target to tight. ROI will go down but you'll make more up in volume, maybe.

Just exactly my thought. I had my POF campaigns disabled for the exact same reason as well.
