I've never heard of Filippa. I wonder if it's anything like that one site, Flippa.
 
How do these workers know they'll get their money back?

Maybe the site seller won't pay.
Maybe their shilling won't be outbid by a legit buyer.

$350 bid? Yea freelancer is crap. The myth that outsourcing is cheap is just that - a myth. 4 hour workweek is crap. Doing it yourself is the best way to go 90% of the time. Sometimes I will outsource a coding, but $5/10 hour wages are a myth.

But the project is a one-time payment. If he wants hourly work it's much safer to pay hourly. Freelancers will demand the a large upfront payment of $150 + more into the escrow and then deliver a poor job and the project poster will be left with little recourse.

Of course you're going to get overcharged if you're doing little dinky projects... that means the freelancer has to spend all of this time finding projects, learning little things they need to do the work for you, that all gets built into the price.

If you're actually paying people hourly (or weekly/monthly) you can very easily get those sorts of wages.

They all work out of the same PH office, so technically there is overhead, however I wouldn't consider any of the overhead extensive or prohibitive. The more people you hire, the lower the overhead is.

Outsourcing in the normal sense (someone else managing your employee contracts) is a fairly bad idea in PH. The labor laws between western countries and PH don't mesh well, the government passes silly laws to make it hard to get anything done, and the various cultural differences take a lot of time to break down.

Common sense isn't common in the Philippines.

These type of wages just depend on the type of quality you are looking for.

You actually trust your CSS and Android development to the Philippines? I've found them to be great at writing and support but horrific at and actual coding. Also, why 3.5 designers but only a single writer and assistant, doesn't quite match up with a normal balance.
