And it should be very easy to send both Namecheap and BlueHost some standard legal form letters and hope they'll reveal the contact info of the affiliate. Fake legal documents have been known to fool abuse departments before.

He'll have to send a formal DMCA Take down notice to them, specifying specific details of the image, source and so forth. They will forward the notice to the account holder, in which case he can contest or comply with the takedown, if he of course does not respond then Bluhost can remove the image.

Bout 2 years ago, they would have just automatically removed the image whenever you send a TakeDown Notice.

Course you could just say he's scamming/spamming, etc that might make Bluhost suspend the entire account faster than the DMCA process.
