What happens if your web host is down while ad campaigns are running?

Hi, I'm new to this and I've Googled for answers but can't find any. I'm wondering what happens if you have an ad campaign set up (on Google, Yahoo, FB, or anything else) but your web host goes down or something like that.

Do they ping the server before placing the ad to see if it gets a response or something? Or do they just place the ad no matter what and then your money is wasted when customers click because your website is down? I'm just curious about this, thanks.
