You're thinking about TOR from the perspective of an American user. Forget that..
You need to look at how it's being used in China, Iran and similar countries because it's a constant game of cat and mouse with those regimes. Those governments are quite successful at stopping their citizens from using TOR some of the time and even tracking them down and killing them.
When you come on here saying TOR is a possible solution to problems like SOPA, you trivialise the issue and in the process make people complacent because "hey, protesting is too much effort when I can just use TOR instead."
