Presently it's all mined, stored, AND decrypted; SSL no SSL, doesn't matter. Can they do 2048 RSA? Probably, but they sure as hell can do 256 AES - who do you think created it?
The US government isn't in the habit of handing out tech to the world without getting something out of it. AES is the product of the NIST for those of you who don't know.
