Rampant police misconduct* stems from the fact that there is no competition. Police forces do not have customers for whom they must compete with other police agencies. Walmart, Target, Kohl's, et al. practically fall over themselves to cater to us. Police do not. Police harass, beat, and murder, often with impunity.
The only time a murderous thug-with-a-badge is brought up on charges is when an incident becomes a PR disaster for the department. Otherwise, the guy is put behind a desk for a few days to cool his heels, or given a paid vacation.
